How to choose development kits and frames
Frame, ARF or development kit
A frame kit is the airframe only. An ARF kit adds motors, ESCs and propellers. A development kit adds the flight controller, GPS and telemetry radio as well. None of them includes the battery, charger or RC transmitter.
Pick the telemetry band before the kit
Development kits come with a 433 MHz or a 915 MHz telemetry radio. Confirm which band you may use before ordering; the radio cannot be changed later.

Which kit is ready to fly out of the box?
None of them completely. Even the development kits need a battery, a charger and an RC transmitter and receiver, and every kit needs assembly and set-up in PX4 or ArduPilot.
